Minutes of November 6, 2007 Meeting

Call to Order:

 

Meeting was called to order at 9:10 AM.

 

Approval of October 2, 2007 meeting minutes:

 

The Commission made a motion to approve the October 2, 2007 minutes with corrections.  Passed.

 

Up Date on Complaints:

 

David Perkins vs. Merl “Sam” Dunham Inc:   

 

     Dean Getchell presented to the Commission the report and video on the inspection done on Mr. Perkins’s well. 

 

     The video showed that the casing had broken just above the threads at the first joint allowing water to leak into the well.  In addition, the PVC liner and seal (only a bottom seal was installed) were suspended by a nylon rope.  The bottom seal was leaking and the entire unit dropped down the well as it was pumped down for the inspection.  A motion was offered finding a violation of Section 401.5 concerning the leaking seal.  The motion passed.  5 points were assessed to Mr. Dunham and Merl “Sam” Dunham, Inc. 

    

The well was measured by Mr. Getchell as being located 83 feet from the nearest septic system disposal field.  No Setback Reduction Notification form had been filed with the Commission.  A violation of Section 400.5 of the Well Driller and Pump Installers Rules was found with a point system value of 1 Point assessed to Mr. Dunham and Merl “Sam” Dunham, Inc.  Marc Loiselle made the motion concerning the violation of Rule 400.5, Ike Goodwin 2nd the motion.  Motion passed with 6 for the motion and 1 against. Don Robbins made an additional motion to waive the 1 point penalty against Mr. Dunham, no one 2nd the motion.  Motion failed

 

Corrective action:  Ike Goodwin motioned to require Mr. Dunham to submit a completed SBRN form for this well within 30 days.  Don Robbins 2nd the motion.  Motion passed

 

Corrective action:  Marc Loiselle made a motion to have the driller remove the existing liner and seals and install a new liner supported by a cable instead of rope, with top and bottom Jaswell Type seals. Glenn Dyer 2nd the motion.  Motion passed

 

Dean Getchell will inspect the well after the corrective action has been completed.

 

Gary Lafreniere vs Pine State Drilling Inc:     

 

     Dean Getchell presented his inspection report.  Glenn Dyer motioned that the corrective action has been completed satisfactorily.  Marc Loiselle 2nd the motion.  Motion passed.  The Commission determined no additional water test was required.

 

Wells Unlimited - Doug Wright:  

 

A letter from the homeowner, Mr. Crane, was received granting permission for Mr. Wright and Wells Unlimited to perform the required corrective action on this well at no expense to Mr. Crane.

 

     Mr. Wright explained to the Commission that he was worried that installing a liner and seals as required by a previous order could impact the amount of water available to the well and increase sediment problems.  He requested the alterations be waived.

 

     After discussion, Ike Goodwin motioned to:  “move that the corrective action ordered at the Commission meeting on January 9, 2007 be modified, in consideration of the concerns raised by Douglas Wright.”

 

     His motion continued and included that a new description of the corrective action required be as follows:

 

The Commission orders that the well be modified in an attempt to further reduce the risk of contamination by modifying the existing liner with SCH 40 PVC pipe with double Jaswell type seals placed below the current casing seal and a single Jaswell type seal placed up inside the six-inch steel well casing, just above the casing shoe, and to also allow for the SCH 40 PVC pipe to be perforated just above the top Jaswell type seal.  Dean Getchell must be on site during the work.

 

Ike Goodwin also motioned that the corrective action to be completed by the end of March 2008.  Glenn Dyer 2nd the motion.  Motions passed

 

New Complaints:

 

     Rebekah Pickering vs PL Jones Well Drilling:

 

     Problem is 3 wells and not enough water.  They do have a spring on their land that could be used.

 

     The Commission discussed the problem and some of the drillers present know the area and the water is scarce and very deep. The Commission will send information on springs. No complaint was found.

 

Specialty Well Applications:

 

Beth Carver & Traci Wood – Goodwin Well & Water Inc: 

 

42 feet from leach field and 44 feet from the septic tank.

 

Approved with a minimum of 120 feet of 6 inch steel casing sealed into bedrock or as an alternative, a minimum of 20 feet of 6 inch steel casing sealed into bedrock with a solid 4 inch liner installed with top and bottom Jaswell type seals with bottom seal a minimum of 120 feet below grade and top seal up inside 6 inch steel well casing.  Bottom and top seals shall be water tight.  Ike Goodwin recused himself from discussion and voting because it involved his company. 

 

     Steve/Margo Green – Rolfe’s Well Drilling Inc:

 

     100+ feet from leach field and 35 feet from the lift station

    

Approved with a minimum of 90 feet of 6 inch steel casing sealed into bedrock or as an alternative, a minimum of 20 feet of 6 inch steel casing sealed into bedrock with a solid 4 inch liner installed with top and bottom Jaswell type seals with bottom seal a minimum of 90 feet below grade and top seal up inside 6 inch steel well casing.  Bottom and top seals shall be water tight.

 

 

     Georgette Turcotte – Affordable Well Drilling Inc:

 

     35 feet from the leach field.

 

     Approved with a minimum of 120 feet of 6 inch steel casing installed with a minimum 2 inch nominal outer annulus. The annulus shall be grouted bottom to top with Portland type III neat cement or high solids Bentonite grout specifically designed for grouting water wells, using manufactures accepted procedures.  The Commission’s independent inspector must be on site during grouting.

 

     Richard Dyer – Hansen’s Well Drilling: 

 

     70 feet from the leach field and 60 feet from the septice tank.  The concern is about salt water intrusion.

 

     Approved with 6 inch steel casing sealed into bedrock to a depth just above the first fresh water bearing fracture with a minimum of 20 feet of casing.  As an alternative, a minimum of 20 feet of 6 inch steel casing shall be sealed into bedrock with a solid 4 inch liner installed with top and bottom Jaswell type steel core seals with bottom seal just above the fresh water fracture and top seal up inside 6 inch steel well casing.  Both top and bottom seals shall be water tight.

 

     Glenn Dyer recused himself from voting.

 

    

Mervin Kilgore – Hansen’s Well Drilling:

 

     60 feet from the leach field and 60 feet from the septic tank.  The concern is salt water intrusion.

 

     Approved with 6 inch steel casing sealed into bedrock to a depth just above the first fresh water bearing fracture with a minimum of 20 feet of casing.  As an alternative, a minimum of 20 feet of 6 inch steel casing shall be sealed into bedrock with a solid 4 inch liner installed with top and bottom Jaswell type steel core seals with bottom seal just above the fresh water fracture and top seal up inside 6 inch steel well casing.  Both top and bottom seals shall be water tight.

     Madeline CollinsonHansen’s Well Drilling:

 

     60 feet from leach field and 60 feet from the septic tank.  The concern is salt water intrusion.

Exams requested:

 

     Adam Dakers, Dunbar Water Pumps & Filters, requested to sit for the Journeyman Pump Installers Exam.

 

     Ike Goodwin made a motion to allow Mr. Dakers to sit for the exam, Glenn Dyer 2nd the motion.  Accepted by the Commission.

 

Examinations Passed in September:  

 

     None

 

New Business

 

     The Commission received an anonymous complaint concerning 3 companies that may be sending apprentice pump installers out to put in pumps with no Journeyman or Master Pump Installer present.  The Sheriffs will be dispatched if adequate information is provided.
