Call to Order:
Meeting
was called to order at 9:10 AM.
Approval of August
8, 2006 meeting minutes:
Glenn
Dyer made a motion to accept the minutes of the August 8, 2006 meeting with
changes and Don Robbins 2nd the motion. Accepted by the Commission.
New Complaints:
Kenneth & Lisa Veniot vs Kennebec Well Drilling: The Venoit’s presented information
and a tape recording of a video inspection they had completed on their second
well which has on going problems with sediment and grayish cloudy water. The video showed water leaking below the
drive shoe at the bottom of the casing.
A water test was positive for Coliform Bacteria.
Marc Loiselle made a motion to accept the complaint given
the new evidence and have Dean Getchell inspect the well. Don Robbins 2nd the
motion. Passed
Nancy J Robicheaw vs Andrew Bowie Inc: The video shows possible iron bacteria
but, shows no evidence of a problem with construction of the well.
The Commission requested copies of all water tests,
from a certified lab, that go back to when the well was drilled.
Marc Loiselle made a motion to table the case until
all the test results are in. The Commission will then decide to accept or
reject the complaint.
Update on
Complaints:
Dan Staples vs Knowlton Well Drilling: David Braley will send a letter to
follow up on the timing of the ordered corrective action.
Rachel Charette vs Kevin Levesque Well Drilling: Case is still in
litigation.
David Braley made a motion for the Commission to
order the refund of all monies paid by Ms. Charette to Mr. Levesque. The outstanding balance is $990. Mr. Levesque must pay in full within 30
days and provide written verification to the Commission or risk possible
license suspension. Don Robbins 2nd
the motion. Passed. Mr. Badger will be cc’d on the
letter.
Kenneth Beach vs Merl “Sam” Dunham Well Drilling: Mr. Dunham has until September 19, 2006
to complete corrective action. Hold
Other Business:

The case of a Specialty Well that was potentially
drilled without using the conditions of approval required by the Commission by
Wells Unlimited was discussed. A
letter has already been sent to the driller requesting information. The Commission decided to ask for
additional information in a second letter, including:
1) Was a master or
journeyman well driller on site during the drilling?
2) Was the Variance
Deed Covenant filed with the town?
3) Was the well head
terminated below ground level?
4) Was a deck built
over the well?
5) Why wasn’t the
Commission’s independent inspector notified when the well was to be
drilled? It was to be inspected
during grouting as a condition of approval.
6) Was a Set Back
Reduction Notification form completed for this well?

Paul Gauvreau is working with the Maine Sheriffs
Association to authorize retired sheriffs to investigate unlicensed well
drillers.

Merl “Sam” Dunham Well Drilling, 58 feet from the septic tank and
100 feet from leach field. Approved
with 60 feet of casing or liner with top and bottom seals.
Robert A McDougal, Buxton ME, High Pine Well
Drilling. 60 feet from septic tank
and 50 feet from leach field, approved with 120 feet of casing or liner with
top and bottom seals.
Specialty Well
Applications Approved at meeting:
Barbara Ford – Bowie Bros Well Drilling, 31
feet from septic tank and 42 feet from the leach field.
Finlay B Matheson, Islford, Cranberry Isle – Gary
Gould Well Drilling. 29 feet from
holding tank and 140 feet from neighbors septic system and 75 feet from high
water mark (salt water). PROPOSED WELL TO HAVE A MINIMUM OF 20 feet OF 6 INCH
STEEL CASING, and a MAXIMUM OF 90 FEET OF either casing or LINER with top and
bottom SEALs TO help PREVENT contamination from the leach field while also
avoiding SALT WATER INTRUSION. LINE
or case the well TO THE first FRESH WATER SOURCE. SET casing or bottom SEAL to JUST
ABOVE THE FIRST WATER FRACTURE, both BOTTOM AND TOP seals must be JASWELL
TYPE.
